Silvia is a blind person who lives in Milan. Thanks only to his orienteering stick , every day he was able to move independently between Corso Concordia and Piazza del Tricolore. Since December, however, something has changed. The construction site which also led to the construction of the station of the new M4 underground line has redesigned the traffic in the area, leading to the moving of traffic lights and pedestrian crossings. The result is that for several months the Loges, the system of orientation lines installed on the pavements to facilitate the movement of blind and partially sighted people, no longer leads to the audible traffic light that Silvia knew, but to a simple light pole. So now crossing the street has become practically impossible for her.

The problem at the Tricolore stop on the M4

Silvia's story is reported by the non-profit organization Speroprendireiltreno , established on 31 January 2015 to finance social projects throughout Italy and maintain active services for people with disabilities and their families. As the social manager of the non-profit organization Speroprendireiltreno explained to Fanpage.it, it is not the first time that Silvia has encountered difficulties in Milan.

However, this one at the Tricolore stop turned out to be particularly serious as it seriously endangered the lives of blind people, and took away Silvia's ability to move around independently , who up until then had always taken that route without having any kind of problem. .

The appeal to the Municipality remained unheard

The video published by the non-profit organization on the various social platforms shows how Silvia moves safely thanks to the Loges, but at the end of the route she finds neither a traffic light nor a pedestrian crossing. “At the end of December, Silvia had contacted the Municipality of Milan to point out this problem”, says Speroprendireiltreno, “they had given her a protocol number saying that they would address the issue as a priority . We are at the beginning of March and we believe that in two and a half months if the Municipality had wanted to remedy the situation it would have already had time to do so .”

Seeing Silvia's appeal unheeded, the non-profit organization Speroprendireiltreno also wrote to the Mobility Councilor of the Municipality of Milan, Arianna Censi : “We have sent an email, but we have not yet received a reply “, states the person responsible for contacts with the municipal administrations : “As a non-profit organization we do not take legal action, but through discussion we want to reach a solution to the problems.” An example of this is the case involving another blind person who was denied access to the facility in a hotel in Val di Fassa (Trentino) because he had a guide dog at his side. However, if the situation in Piazza del Tricolore does not reach a solution in the short term, the non-profit organization I would like to take the train will evaluate whether to contact an ombudsman .
